Chea Serey Becomes First Female NBC Governor

Chea Serey, deputy governor of the National Bank of Cambodia (NBC), has been appointed to become NBC governor, replacing her father Chea Chanto.

According to a royal decree signed on July 29, Serey was named as the new governor of the NBC. It added that Prime Minister Hun Sen is in charge of enforcing the Royal Decree, starting on the day of the appointment.

Serey, former deputy governor of the NBC, said on her Facebook page that being promoted to the new role is the most precious present for her and her family. She added that she commits to working hard to carry out government policies.

Prior to working for NBC in 2002, Serey graduated with a bachelor's degree in accounting and finance. In 2021, she earned a PhD in economics from the University of Adelaide in Australia.

In Channy, president of the Association of Banks in Cambodia and ACLEDA Bank’s CEO, said Serey has both academic and working experience since she has a PhD from an international university and extensive experience in the field.

Even though she previously served as the NBC's assistant governor, she was actively involved in developing the banking sector, he said. From his observation, two crucial aspects of her development are introducing the credit bureau and Bakong.

She founded the Cambodian Credit Bureau, which may guarantee financial facilitation to prevent duplication and excess client demand. This is the discipline of providing credit to the public,” he said.

“Second, Bakong allows the banks in the nation to accommodate customers' needs for bank transfers. Besides that, Bakong plays an important role in allowing people to transfer across the border.”

In addition, he emphasized that the NBC has never had a woman governor before, therefore the nomination of a new governor represents fresh history in the nation.

“This is a great national pride as we have a woman full of skills, knowledge, and experience in leading the finance sector to further growth,” he said. “There has been improvement recently, but more has to be done under the National Bank's direction.”
