Myanmar did not participate in the 40th and 41st ASEAN Summits and Related Summits, while Russia sent a foreign minister to attend.

Minister of Information, Khieu Kanharith, said Myanmar has not had a joint meeting with other members of ASEAN as they are unable to adhere to the conditions set by the regional bloc. He added that Russia has sent its foreign minister, according to an interview with journalists at Sokha Hotel.

“He (Myanmar) did not come because he did not comply with the conditions of ASEAN. It is necessary, so he cannot participate in this meeting,” Kanharith said.

“For Vladimir Putin, president of Russia, it is not the anniversary of ASEAN-Russia relations. It's enough for a foreign minister to come because it is not the anniversary of ASEAN-Russia relations,” he added.

The Minister of Information added that when the Russia-Ukraine war started, it was believed that Cambodia would possibly support Russia as some ASEAN countries were already seen taking a stand. Instead, Cambodia's prime minister condemned the country for invading Ukraine.

“We have always upheld the principle of non-violence against the use of force in international relations. We see now that all of us in ASEAN have agreed on a number of positions,” Kanharith said.

He added that both the Russian-Ukraine and Myanmar issues should be resolved step-by-step, following a solution set by ASEAN ways.

“People in some countries say this and that country should be expelled but as a position, we see that it is not logical in the ASEAN way. The first is that we do not intervene in the internal problems of each country. Second, we deal quietly.”
